Sidney S. Chow

Sidney Chow is the Director of the IBM’s Systems and Technology Lab in Greater China. He is responsible for leading development operations at three major sites in Beijing, Shanghai and Taipei, which serve as anchoring points for penetrating the China market. Sidney is credited with the success of the System x Taiwan Development Center (xTDC) in Taipei, which opened in July, 2004, and in two years time delivered 33 product shipments of Intel and AMD based servers.

Sidney Chow joined IBM in 1984 in the Data Systems Division in Poughkeepsie, NY, as a mainframe manufacturing, automation and test engineer. In 1993 he joined the IBM Personal Computer Division in Raleigh, NC as an Intel based server manufacturing test engineer. As evident by his technical and leadership capabilities, Mr. Chow was promoted to a management position in 1995, where he led a team of manufacturing quality engineers. In this role he managed a world wide team with operations in Scotland, USA, and Japan, significantly improving product quality and implementing new quality management systems and test methods to maintain quality. In 1997, Mr. Chow joined the Intel server development team, leading teams in the development and test of IBM’s Intel-based servers. Mr. Chow implemented new test methods and tools that produced consistently high quality products.

In 2001, Mr. Chow was appointed Technical Assistant to the Vice President of System x Development where he participated in the formulation of key strategic technical and business model decisions for IBM’s x86 server business. These decisions resulted in leadership market share of BladeCenter and high end x86 servers. He was promoted to Program Director, Enablement in 2003, where he led a team that improved the strategy and development model for product enablement, and in 2004 was appointed as the Director of IBM System x Taiwan Development Center (xTDC). As a result of the phenomenal success of the xTDC, Mr. Chow became the Director of IBM China Systems & Technology Lab (CSTL) & Taiwan System Technology Lab (TSTL) where he is leading the transformation of the lab from a job shop outsourced model, to a mission based lab with full product responsibilities while delivering a broad range of hardware and software deliverables for IBM’s Systems and Technology group. Mr. Chow is known for his accomplishments both within IBM and the technical communities in China and Taiwan, as shown by the many awards and recognition he and his teams have received, including Outstanding R&D Management award from the Taiwan ministry of economic affairs, and Best Investment partner award.

Mr. Chow was born in Taiwan 1962 and immigrated to the US with his family after elementary school. He received his B.S. degree in electrical engineering at Columbia University, New York, in 1984. He later received his M.S. degree in electrical engineering at Rensselaer Polytechnic Institute, Troy, NY in 1989. Mr. Chow is married with two children.
